Russia boosting nuclear cooperation with African state
Russia and Niger have formalized plans to cooperate on the peaceful use of nuclear energy, including the construction of power-generation infrastructure in the West African country, where nearly 80% of the population lacks access to electricity. According to the press service of the Russian Energy Ministry, Russia's state nuclear power corporation (Rosatom) and Niger's Energy Ministry signed a Memorandum of Understanding (MoU) on Monday. The agreement was concluded during an official visit to Niamey by Russian Energy Minister Sergey Tsivilev, accompanied by a large delegation of government officials and business representatives. 'Our task is not just to participate in uranium mining, we must create a whole system for the development of peaceful atom in Niger,' Tsivilev said in a statement posted on the ministry's Telegram channel. 'This includes the construction of power generation so that it is available to every resident of the country, and cooperation in the field of atomic medicine. We also agreed on the joint training of specialists in this field,' he added. Tsivilev also met with Niger's transitional president, Abdourahamane Tchiani, PM Ali Lamine Zeine, and Mines Minister Ousmane Abarchi, and discussed plans to establish a Russian-Nigerien intergovernmental commission on trade and economic cooperation, according to the statement. 'The countries consider each other important partners,' the Russian Energy Ministry said, adding that the creation of a joint intergovernmental commission would mark a key stage in the development of bilateral relations and help place cooperation on a more structured footing. The move comes amid Russia's growing ties with African countries across sectors including energy, defense, infrastructure, and education. Last month, Rosatom finalized an agreement with Niger's neighbor Mali to expand cooperation in the peaceful use of nuclear energy. The deal, building on an MoU signed in October 2023, covers infrastructure development, joint projects in healthcare and agriculture, and the training of specialists. Last October, neighboring Burkina Faso signed a deal with Rosatom for the construction of a nuclear power plant, following a request made by its interim leader, Ibrahim Traore, to Russian President Vladimir Putin at the second Russia-Africa summit.

The MoU outlines a framework for knowledge sharing, joint project evaluations, strategic investment assessments, and includes the formation of a joint working group to identify areas of mutual interest. It aligns with ENEC's international strategy to partner with global entities to accelerate deployment of both large-scale and advanced nuclear technologies. ENEC focused on global partnerships With the Barakah Nuclear Energy Plant now fully operational, ENEC is shifting focus to global collaboration and advisory roles to support the rapid deployment of nuclear energy. 'MOUs with companies such as Hyundai E&C are a clear demonstration of this approach,' the company stated. Hyundai E&C, the lead contractor on the Barakah Plant, is recognised for its contribution to the UAE's Peaceful Nuclear Energy Program, widely seen as a model for safe and efficient nuclear development. The company plans to leverage its experience from Barakah to expand strategic cooperation in future international projects. The partnership comes amid a broader resurgence in nuclear energy investment, driven by growing electricity demand from AI, hyperscale data centres, heavy industry, and accelerating electrification. With global grids under increasing strain, nuclear power is being viewed as a proven, low-carbon solution for baseload generation. According to the IEA, nuclear capacity must expand by an average of 15 GW per year to 2030, representing just over 3 per cent annual growth. The IAEA forecasts an even more aggressive expansion, suggesting capacity could double by 2050. The MoU adds to a growing list of international partnerships ENEC has formed with operators, developers, and energy companies as part of its drive to scale civil nuclear energy, improve energy security, and reduce carbon emissions. The four-unit Barakah Plant has provided ENEC with hands-on expertise in timely and cost-effective nuclear deployment, now serving as a platform for global collaboration. Hyundai E&C received global recognition for its role in Barakah, particularly in risk management and construction execution. Investors pushed the shares almost 6% higher in value, on news that it is now part of an important industry association north of our border. That nearly 6% leap crushed the S&P 500 index, which was basically flat that trading session. Energized by Canadian news Before market open, Nano announced that it has become a member of the Canadian Nuclear Association (CNA). That makes the U.S.-based company part of an influential industry grouping in the country, one that has been advocating for the use of nuclear power since 1960. In the press release trumpeting the news, Nano wrote that according to CNA data, nuclear energy effectively avoids 80 million tons of carbon dioxide emissions, serving as a clean alternative to traditional fossil fuel generation methods. Although Canadian citizens have been as critical and wary of nuclear energy as their American counterparts, Nano clearly sees a solid chance for winning business in our neighboring nation, and advancing the technology as it does so. It wrote, "With the introduction of next-generation technologies in the form of small or micro nuclear reactors, like those being developed by NANO Nuclear, there is a significant opportunity for Canada to solidify a leading position in the global nuclear industry." Walking the walk Nano did not provide any estimates for how an increased Canadian presence might affect its fundamentals. However, this feels like a low-impact way to strengthen its presence on the market. The proof will be in the doing, however, so investors should watch how -- and if -- the company's Canadian business develops following its CNA ascension.
